Charles Vincent Walker FRS (20 March 1812 – 24 December 1882) was an English electrical engineer and publisher, and a major influence on the development of railway telecommunications.

He sent the first submarine telegraph message on 13 October 1848 over a 2-mile (3.2 km) cable from Folkestone to a ship and back.
